There is hereby created a city planning commission for the City of Bennington, Kansas, which shall consist of five (5) electors of which three (3) members shall be residents of the city and two (2) members may reside outside the city but within three (3) miles of the corporate limits of the city.

The members of the city planning commission shall be appointed by the mayor with the consent of the city council. The members of the planning commission first appointed shall serve respectively for terms of one (1) year, two (2) years, and three (3) years, divided equally or as nearly equal as possible between those terms. Thereafter members shall be appointed for terms of three (3) years each. Vacancies shall be filled by appointment for the unexpired term only. Members of the planning commission shall serve without compensation.
